Low Income/Subsidized Rental Housing

Housing programs that make rental housing more readily available to homeless people and/or low-income individuals and families (those below 50% of the area’s median income). Some complexes or housing units may be reserved for low-income older adults, people with disabilities and/or other special populations.

  • Mission Towers

    This is housing for elders that is privately managed by Bethany Community Services. There are studios, one-bedroom and two-bedroom apartments. Services available include meals, trips, beautician/barber services, housekeeping, wellness clinics, and activities. There is a Resident Services Coordinator on-site 2 days/week and a nurse on-site 3 days/week.

  • James Steam Mill

    The James Steam Mill is a federally subsidized Section 8 development for elders and people with disabilities. There are one and two bedroom apartments some of which are handicap accessible. AgeSpan provides supportive services to eligible elder residents. This property is managed by SHP Management Corp.

  • Hadley West Apartments

    Hadley West is a housing site with 183 units. It consists of 12 buildings which include 78 units for elders and 104 units for families. Ten units are designated disabled accessible.   • Andover Housing Authority

    There are 4 state subsidized housing sites for elders and those with disabilities. These are Chestnut Court, Grandview Terrace, Frye Circle, and Stowe Court. All units are smoke free buildings. These sites are The Housing Authority owns and manages a site for families on Memorial Circle.

  • Grandview Terrace

    This is state funded housing located on Grandview Terrace. It has 40 units (2 buildings of 20 units each) consisting of one bedroom apartments. There are no elevators. This site is managed by the Andover Housing Authority.
