Community Action Inc. (CAI) provide a variety of services to the residents of the Greater Haverhill area. Its Housing Services program assists tenants with advocacy and information regarding rights and responsibilities including working with utility companies to maintain services. This program also responds to emergency needs for food, clothing and other necessities. The Emergency Food and Shelter Program (EFSP) funds provide clients an opportunity to meet an immediate need for safe housing. A prospective recipient must demonstrate the ability to meet living expenses following the EFSP assistance. CAI also offers energy assistance programs, a Drop-In Center, adult learning classes, a certified nurse aide program, ESOL classes, a Consumer Protection Program and the North Essex Mediators service.

Fuel assistance eligibility is based on total gross annual income for all household members and family size. The program is in operation November 1 to April 30. The Heating Emergency Assistance Program offers emergency service to eligible low income households who are having problems with the operation of their primary heating system.
