Community Teamwork Inc., the community action agency for Greater Lowell, assists low income people to become self-sufficient and to participate in decisions that affect their lives. It advocates in the areas of education, workforce training, housing, economic development and civic engagement. CTI offers a variety of services including, but not limited to, fuel assistance, weatherization assistance, housing for elders and those with disabilities, home modification loan program, housing and consumer education, and volunteer services.

CTI houses AmeriCorps Seniors’ Retired Senior Volunteer Program (RSVP) to provide meaningful opportunities for older citizens age 55 and up to share their skills, knowledge and experience to address real community needs. These Senior Corps Programs include the following: Foster Grandparents, Senior Companions, and Retired & Senior Volunteers.

The Home Modification Loan Program (HMLP) provides loans for access modifications to the primary, permanent residence of elders, adults with disabilities and children with disabilities. Homeowners and landlords in Essex and North Middlesex Counties may apply for loans in a deferred payment loan or amortized loan. The intent of the loan is to modify homes for improved access to allow people to continue to live in their communities.
